It is a responsibility for natives. However, we can see some people
disobey the rules on TV.
It's frequently occurred by drunk-driving. For improving this type of
accident loss, our government makes more serious penalty for it.
Only I can say, if you want to drink outside, remember reminding your
wife to carry you back. Drunk-driving is a stupid behavior.
